Changes to GitHub Copilot Individual Plans

GitHub Copilot will pause new sign-ups for its individual plans, tighten usage limits, and adjust model availability. The company explains that agentic workflows have significantly increased compute consumption, making it difficult to maintain service quality under the existing plan structure.

There are three changes.

• New sign-ups for GitHub Copilot Pro, Pro+, and Student will be temporarily paused.
• Usage limits for individual plans will be adjusted to be stricter. Pro+ offers 5x or more higher limits than Pro, and limit information is shown in VS Code and Copilot CLI.
• Opus models will no longer be available on Pro. Opus 4.7 will continue to be available on Pro+, but as previously announced, Opus 4.5 and Opus 4.6 will be removed from Pro+.

The limit system consists of two types: session limit and weekly limit (7-day limit). Both depend on token consumption and the model multiplier; the session limit is meant to prevent overload during peak hours, while the weekly limit is meant to control costly tasks such as long-running parallel requests.

Even after reaching the weekly limit, users can continue using Auto model selection as long as premium requests remain. However, model selection functionality only reopens once the weekly baseline resets, and Pro users can upgrade to Pro+ to increase their limits. Usage limits are separate from premium request entitlements, so users can hit the limit even if they still have requests remaining.

To avoid excessive limits, the following is recommended.

• Use models with a smaller multiplier for simple tasks.
• Upgrade to Pro+ if needed.
• Take advantage of plan mode in VS Code and Copilot CLI to improve work efficiency.
• Use parallel workflows like /fleet sparingly, since they consume a large amount of tokens.

The company states that as the use of agents and subagents has grown, demand for long-running and parallel tasks has surged sharply, and some requests incur costs that exceed the plan's pricing. This measure is intended to protect the experience of existing users, while also serving as a temporary response to establish a more sustainable billing and operating approach.
