GitHub Copilot Switches to Usage-Based Billing

GitHub Copilot will shift to usage-based billing for all plans starting June 1, 2026. Instead of the existing premium request units (PRUs), users will receive GitHub AI Credits each month, and additional usage can be purchased.

Billing is calculated based on token usage, including input, output, cached tokens, following the publicly available API rates for each model. Ahead of the transition, GitHub will provide a preview bill in early May so users can check their expected costs.

The reason for the change is that Copilot has evolved from a simple in-editor assistant into an agentic platform that performs multi-step tasks, which has significantly increased inference costs. GitHub explained that the current premium request model is no longer sustainable.

Key changes are as follows.

• Base subscription prices remain unchanged.
• Code completions and Next Edit suggestions will continue to be included and will not consume AI Credits.
• With PRUs disappearing, the fallback experience will no longer be provided.
• Copilot code review will use GitHub Actions minutes in addition to GitHub AI Credits.

Individual plans will change as follows.

• Copilot Pro: $10 per month, includes $10 worth of AI Credits per month
• Copilot Pro+: $39 per month, includes $39 worth of AI Credits per month

Annual Pro/Pro+ subscribers will keep their existing PRU-based pricing structure until expiration, but model multipliers will increase starting June 1, 2026. After expiration, they will be switched to Copilot Free, and can upgrade to a monthly paid plan. If desired, users can switch to a monthly plan before expiration and receive prorated credits for the remaining annual balance.

Enterprise plans are as follows.

• Copilot Business: $19 per user per month, includes $19 worth of AI Credits per month
• Copilot Enterprise: $39 per user per month, includes $39 worth of AI Credits per month

Existing Business and Enterprise customers will receive additional included usage during June–August to support the transition.

• Business: $30 in AI Credits per month
• Enterprise: $70 in AI Credits per month

In addition, organization-level pooled included usage has been introduced, so that leftover credits per user are no longer siloed. Administrators can set budget controls at the enterprise, cost center, and user level, and once the included usage is exhausted, they can choose to either allow additional usage or set a spending cap.
