GitHub Copilot switches to usage-based billing

Starting June 1, 2026, GitHub will transition all Copilot plans to usage-based billing based on GitHub AI Credits. Usage will be calculated based on input tokens, output tokens, and cached tokens consumed, based on the publicly disclosed API rates for each model.

The explanation given is that as Copilot has expanded beyond an editor assistant tool into an agentic platform, with long, multi-step coding sessions and repository-wide iterative tasks increasing, the existing premium request model is no longer sustainable.

• Copilot Pro remains $10 per month, Pro+ remains $39 per month, Business remains $19 per user per month, and Enterprise remains $39 per user per month.
• code completions and Next Edit suggestions will continue to be included and will not consume AI Credits.
• The existing fallback experience will disappear, and availability will be determined by remaining credits and admin budget controls.

Individual monthly Pro/Pro+ subscriptions will automatically transition to the new system, while annual Pro/Pro+ subscriptions will maintain the existing premium request system until expiration, after which they can switch to Copilot Free or transition to a monthly paid plan. Annual subscribers will also be subject to the June 1 model multipliers increase.

For organizational Business/Enterprise plans, per-user included credits will be combined into pooled usage, with support for budget settings at the enterprise, cost center, and user levels. To support the transition, promotional included usage of $30 per month for Business and $70 per month for Enterprise will be added from June to August 2026.

Copilot code review will consume GitHub Actions minutes in addition to AI Credits, and in early May, a preview bill feature will be provided in the Billing Overview to show estimated costs before the transition.
