GitHub Copilot code review starts consuming GitHub Actions minutes

Starting June 1, 2026, GitHub Copilot code review will be billed in two ways.

• All Copilot usage will be billed as AI Credits under the new usage-based billing system.
• In particular, code review run on private repository will also consume GitHub Actions minutes from the existing plan, and once the included minutes are exceeded, standard Actions rates will apply.

This change applies to Copilot Pro, Pro+, Business, Enterprise. It also includes cases where code review by non-licensed users is billed via direct org billing.

Public repositories are an exception. On public repository, GitHub Actions minutes will remain free.

Until now, before this change, Copilot code review only used the existing PRU (premium request unit) quota and did not consume GitHub Actions minutes.

In response, GitHub recommends the following.

• Check your current GitHub Actions usage and quota
• Review your personal or organization's budget/spending limit
• Monitor Copilot usage metrics, Actions metrics, and the Billing Usage Report together
• Share the change with billing administrators and engineering leads

No separate action is needed for runner configuration. If you're already using GitHub-hosted runners, no additional setup is required, and if needed, you can also use larger GitHub-hosted runners or self-hosted runners.
