Analyzing Opportunities in the European AI Workforce Market

OpenAI Economic Research has released 'The AI Jobs Transition Framework for the EU,' targeting the European labor market following the United States. This report uses the ESCO classification system and Eurostat employment data to analyze how AI capabilities will drive change according to each member state's occupational structure.

The framework classifies jobs into four types:

• Jobs that will grow with AI: Fields where demand will increase as cost reductions improve accessibility (approximately 12%)
• Jobs with high potential for near-term automation: Fields where labor demand may decrease due to AI (approximately 14%)
• Jobs whose way of working will be restructured: Fields where AI will change workflows and required skills (approximately 27%)
• Jobs with little immediate change: Fields where existing methods will be maintained (approximately 47%)

By country, Luxembourg, Sweden, and the Netherlands show a high proportion of AI-growth jobs, while Germany, Greece, and Italy show a high proportion of jobs with high automation potential. OpenAI recommended that policymakers and businesses, rather than relying on macro-level statistics, connect each country's job, education, and wage systems with AI capability data to proactively anticipate and prepare for change.
