OpenAI-Oracle Data Center Breaks Ground

The OpenAI-Oracle Stargate data center in Saline Township, Michigan, which had appeared halted by resident opposition, broke ground following lawsuits and a settlement.

• The planning commission and township board rejected the rezoning of 575 acres of farmland, but developer Related Digital and the landowners filed a lawsuit citing exclusionary zoning.
• The township, judging that it could not bear the cost and risk of prolonged litigation, settled a few weeks later, and construction began soon after.
• The campus is a 21 million sq ft project, the largest construction project in Michigan, expected to bring 2,500 union construction jobs, 450 permanent jobs, and 1,500 local jobs.
• In exchange for the settlement, Saline Township secured about $14 million in community benefits, farmland preservation, fire support, water-use limits, noise caps, and restrictions on expansion.
• OpenAI and Oracle subsequently revealed this site as part of the Stargate initiative, and Related Digital announced in April that it had secured a total of $16 billion in financing for the campus.
• This case shows how, as the state of Michigan pushes to attract AI infrastructure, it is becoming harder for local governments to block massive data centers.
