Hugging Face Submits Comments on US NTIA's AI Accountability Policy

Hugging Face submitted an official response to the US Department of Commerce's NTIA (National Telecommunications and Information Administration) request for comments on AI accountability policy. In its response, Hugging Face emphasized that Documentation and Transparency norms should play a key role in addressing the rapid growth of AI technology.

The key recommendations are as follows:

• Focus on the entire ML development process: Accountability mechanisms should operate not only at the deployment stage but throughout every stage, from data collection to model training and deployment.
• Combining internal requirements with external accessibility: Both internal documentation practices for developers' responsible development and external transparency that allows stakeholders to verify and participate are needed simultaneously.
• Broad stakeholder participation: Experts from various fields—developers, researchers, policymakers, journalists—should be involved in identifying the societal impacts of AI.

To realize its mission of 'democratizing machine learning,' Hugging Face is focused on building an environment where the limitations of technology can be understood and used safely, through documentation tools such as Model Cards and data measurement tools.
