OpenAI Unveils 'Education for Countries', a National Education Support Program

OpenAI has newly launched Education for Countries to support national-level education systems and workforce development. This is a core pillar of the OpenAI for Countries initiative, aimed at closing the 'capability overhang'—the gap between AI technology's potential and its actual utilization.

The program works with government and university consortia to provide four key components:

• AI Tools for Learning: ChatGPT Edu, GPT-5.2, study mode, canvas, and more, customized to local education priorities
• Learning Outcomes Research: Large-scale national studies to understand AI's impact on learning and teacher productivity
• Certification and Training: Delivering practical AI skills to educators and students through OpenAI Academy and ChatGPT-based certification programs
• Global Partner Network: Building models for responsible AI adoption through collaboration with governments, researchers, and education leaders

The first partner countries include Estonia, Greece, Italy, Jordan, Kazakhstan, Slovakia, Trinidad and Tobago, and the United Arab Emirates. In particular, Estonia has already rolled out ChatGPT Edu nationwide, with more than 30,000 students and educators using it, and is conducting long-term learning outcomes research together with institutions such as Stanford University.

AI adoption will proceed in phases. Tools and training will first be provided to educators, ChatGPT Edu will be used in higher education, and in middle and high schools, access will be gradually expanded through small-scale pilot programs that take safety and local curricula into account.
