OpenAI's Proposal to the U.S. Department of Energy on Building AI Infrastructure

OpenAI submitted a specific proposal to the U.S. Department of Energy (DOE) for building AI infrastructure to maintain U.S. AI competitiveness. It emphasized that AI, as a foundational technology like electricity, is a powerful opportunity to drive the reindustrialization of the United States.

The key proposals are as follows:

• Urgent investment and action: To maintain AI leadership, it is necessary to create a skilled workforce, drive GDP growth, build a modernized power grid based on nuclear energy, and establish cutting-edge semiconductor manufacturing facilities.
• Universal AI access: Nationwide AI access and literacy must be ensured to cultivate an AI-ready workforce.

OpenAI has already launched Stargate, an AI infrastructure investment project of unprecedented scale. It is currently building its first Stargate supercomputing campus in Abilene, Texas, and is also reviewing additional sites in other states.

In addition, through the OpenAI for Countries partnership, which helps other countries build data center capacity and AI ecosystems, OpenAI aims to expand a U.S.-centered, democratic AI ecosystem. It also plans to maximize national scientific and technological capabilities through collaboration with U.S. national laboratories such as Los Alamos National Laboratory (LANL).
