OpenAI Submits Comments to NTIA on Data Center Growth, Resilience, and Security

OpenAI responded to the NTIA (National Telecommunications and Information Administration)'s request for comments on strengthening growth, resilience, and security of data centers. It emphasized that America's AI leadership is built on strategic decisions made in the past to build out fiber optic and high-speed internet infrastructure, and that infrastructure ultimately determines a nation's destiny.

AI has the potential to drive America's reindustrialization, enhance global competitiveness, and promote GDP growth and the construction of a modernized energy grid. In particular, energy policy—including nuclear power—and the expansion of semiconductor manufacturing facilities are expected to contribute to regional economic revitalization.

With approximately $175 billion in infrastructure funding waiting globally, the key question is whether this funding will flow toward US-led projects oriented toward democratic values, or toward China-led projects that reinforce authoritarian systems.

According to OpenAI's analysis, the construction and operation of a single 5GW data center could create approximately 40,000 jobs in construction, maintenance, services, and other sectors, and contribute $17 billion to $20 billion to state GDP.
