The Next Phase of OpenAI's Country-by-Country Education Program

OpenAI unveiled the next phase of Education for Countries at the Education World Forum in London, welcoming Singapore as a new participating country. The company cited more than 900 million weekly ChatGPT users and more than 4 million Codex users, emphasizing that while agentic AI can significantly expand students' creativity and technical capabilities, responsible adoption must go hand in hand with government-led research.

The program operates around three pillars.

• Research-driven deployment: Measuring learning outcomes with the Learning Outcomes Measurement Suite, with governments, educators, and OpenAI jointly coordinating deployment approaches.
• Localized AI tools for learning: Providing ChatGPT, Codex, and API tailored to educational settings safely and privately.
• Teacher training and enablement: Strengthening teacher capabilities through AI literacy, professional development, and certification.

The first cohort includes Estonia, Greece, Italy's CRUI, Slovakia, Trinidad and Tobago, Kazakhstan, UAE, and Jordan. Concrete early results were also presented.

• Estonia: ChatGPT Edu reached more than 20,000 students and 4,600 teachers.
• Jordan: Siraj connected with more than 1 million students and more than 100,000 teachers.
• Greece: An AI startup accelerator selected 21 AI-native startups out of 240 applications.
• Kazakhstan: More than 84,000 educators completed AI readiness training, and 44,000 active educators sent 1.5 million prompts in the first month.
• Slovakia: More than 9 out of 10 people reported improved productivity, with some tasks reduced from months of work to hours using Workspace Agents.

In Singapore, the Ministry of Education (MOE) and GovTech are jointly developing use cases for personalized learning and mother-tongue language learning support. OpenAI is supporting teacher-led adoption through teacher workshops, a Singapore-specific program under OpenAI Academy, and a Codex for Teachers hackathon, and will soon launch a teacher collaboration track called OpenAI Luminaries.

Going forward, OpenAI plans to expand evidence-based deployment by working with learning scientists and researchers to validate effectiveness, and will announce the next country cohort later this year.
