Anthropic has proposed policies aimed at moderating the pace of frontier AI companies while supporting smaller competitors and open-weights models. The core idea is to create a favorable environment for challengers by exempting companies below certain revenue or training cost thresholds from regulation, as seen in cases like SB53 and SB1047.

Due to the influence of scaling laws, AI has a structural tendency toward power concentration. Open-weights models alone are insufficient to address this; appropriate 'rules of the road' are needed to manage cyber/biological risks while institutionally constraining the power of frontier companies.

He also refuted criticisms that his messaging is overly negative. He explained that he strives to balance the risks and benefits of AI, and that the highlighting of negative aspects on social media is merely a phenomenon driven by clickbait.
