Gates Proposes Solutions to AI Inequality

Through Gates Notes, Bill Gates diagnosed that AI will be the most turbulent transition in human history, expressing concern that the pace of technological advancement is proceeding without institutional preparation, unlike past innovations. He warned that AI has entered a stage where it can replace human cognition itself, beyond being a simple tool, and that the resulting harms could outweigh the benefits.

Gates particularly emphasized that job losses are a structural problem that cannot be resolved by economic recovery, citing research from the Stanford Digital Economy Lab to show that employment for young people aged 22–25 in occupations with high AI exposure decreased by 16% after the adoption of generative AI. He predicted that shocks would hit multiple industries simultaneously, including law, customer service, and software.

As a countermeasure, Gates proposed establishing 'Human Reserved' domains to protect specific job categories and imposing an 'AI token tax' on AI companies to use the revenue to support and retrain the unemployed. This argument asserts that institutional intervention is urgently needed to prevent the benefits of technology from concentrating among a few and to strengthen the social safety net.
