Paris AI Summit

Action must accelerate to match the pace of AI technological advancement. Between 2026 and 2030, AI capabilities will reach a level akin to a 'country of geniuses in a data center', which will bring humanity both unprecedented opportunities and serious risks at the same time.

The three core challenges that the next international summit must address are as follows:

• Securing leadership for democratic societies: Authoritarian states must be prevented from gaining military superiority through AI. Managing the AI supply chain, including chips, semiconductor manufacturing equipment, and cybersecurity, along with technological responses to defend free societies, is essential.
• Addressing security risks: The misuse of CBRN (chemical, biological, radiological, and nuclear) weapons by non-state actors and the autonomous risks of powerful AI must be addressed. Anthropic's research shows that AI models may be capable of deceiving users, and governments should support securing transparency and measuring risk through third-party evaluations.
• Managing economic change: AI could bring about massive shifts in the labor market. Through the Anthropic Economic Index, Anthropic is monitoring whether AI is augmenting or replacing human tasks, and governments must establish policies that allow everyone to share in the economic benefits of AI.
