Views on the US AI Action Plan

The White House announced the 'Winning the Race: America's AI Action Plan' to maintain US AI competitiveness. Anthropic positively evaluated the plan's focus on accelerating AI infrastructure, federal government AI adoption, and safety testing and security cooperation.

In terms of accelerating AI infrastructure and adoption, Anthropic welcomed the government's efforts to streamline permitting processes for data centers and energy. It warned that if sufficient domestic energy capacity is not secured, US AI developers could relocate overseas, creating a risk of technology leakage. It also proposed the following measures for federal government AI adoption:

• Addressing resource constraints and procurement obstacles through the OMB (Office of Management and Budget)
• Identifying and reforming federal regulations that hinder AI innovation
• Updating procurement standards for deploying AI systems at federal agencies
• Promoting AI adoption in defense and national security through public-private cooperation

For democratizing the benefits of AI, Anthropic agreed with continuing the NAIRR (National AI Research Resource) pilot program. This ensures an environment where students and researchers can contribute to AI advancement. It also emphasized the importance of retraining programs for workers who may be left behind during the technological transition.

Finally, for safe AI development, Anthropic emphasized preventing misuse of powerful AI models and preparing for risks. In particular, it supported the government's direction of prioritizing research support for AI Interpretability, AI control systems, and Adversarial Robustness.
