OpenAI Provides 'Daybreak' AI Program for Cyber Defense to Ukrainian Government

OpenAI announced that it is providing access to its Daybreak program to the Ukrainian government. This support is in collaboration with the Ministry of Digital Transformation to help Ukrainian teams identify software vulnerabilities and develop and test fixes more quickly.

Ukraine faces ongoing cyber and physical attacks from Russia. In 2025, Ukraine's national computer emergency response team, CERT-UA, handled approximately 6,000 cyber incidents, including attacks on hospital systems, the energy sector, and communication networks.

The Role of Daybreak and Existing Cases

Daybreak enables cyber defenders to use advanced AI tools when performing authorized security tasks. This includes vulnerability verification, investigating suspicious activity, and testing fixes. OpenAI has already provided these models to defenders in Europe, including France, Germany, and Poland, as well as to ENISA (the European Union Agency for Cybersecurity).

CERT Polska, Poland's national cyber agency, used OpenAI models to discover 6 vulnerabilities in third-party router software, and the vendor deployed fixes to prevent them.
