Google and FBI Jointly Take Action Against China-Based AI-Powered Fraud Network

Google, together with the FBI, has filed a joint lawsuit against the China-based cybercrime network 'Outsider Enterprise', which manipulated Gemini to orchestrate financial fraud. This marks the first case in which Google has directly cooperated with law enforcement to target an AI-powered fraud group.

The network used 131 software kits to generate thousands of fake sites, and sent 2.5 million spam messages to Android users in the month of May alone. According to the FBI, approximately $893 million of 2025 cybercrime losses were directly linked to AI tools.

Separately, OpenAI announced that it had blocked two China-based clusters ('Data Center Bandwagon' and 'Tech and Tariffs') that attempted to use ChatGPT to manipulate U.S. technology policy debates. The campaigns tried to sway public opinion by generating cartoons and political commentary, but were confirmed to have failed to achieve meaningful spread.
