Greece to Enshrine AI Principles in Constitutional Reform

Greece is pushing forward with constitutional reform and has announced it will include the principle that AI must serve human society.

Prime Minister Kyriakos Mitsotakis explained that this reform is a long-term mechanism for democratic governance and protecting future generations. The amendment is designed so that AI supports individual freedom and societal prosperity, while reducing risks and fully realizing benefits.

The reform package also includes:

• Expansion of postal voting
• Compulsory education extended from 9 years to 11 years
• Ban on retroactive taxation

Constitutional amendments must go through two consecutive parliamentary votes and require a certain level of bipartisan support. Greece has already actively adopted AI and digital technologies across border surveillance, tax administration, and public services broadly, and some constitutional experts believe that the data and power of major tech platforms have surpassed democratic oversight.
