AI That Works for Everyone, Everywhere: OpenAI's Approach to Localization

AI is being recognized as national core infrastructure, like electricity, and for this, localization that reflects each country's language, laws, and cultural norms is essential. Most countries want sovereign AI that adapts frontier models to their local context, rather than building models from scratch.

Through the OpenAI for Countries initiative, OpenAI is exploring how to build localized AI systems while preserving the benefits of global frontier models. It is currently piloting a localized version of ChatGPT Edu for students in Estonia, reflecting the local curriculum and teaching methods.

The Model Spec, which defines how the model behaves, sets standards that must be followed even during the localization process. In particular, the following red-line principles apply uniformly across all deployment environments:

• No support for violence, weapons of mass destruction, terrorism, persecution, or mass surveillance
• No targeted exclusion, manipulation, infringement of human autonomy, or interference with civic processes
• Protection of individual privacy

While localization can affect language or tone, it cannot violate the objective point-of-view principle, which changes the substance or balance of facts. OpenAI also commits to transparently disclosing to users when content is omitted or added due to legal requirements, along with the reasons why.
