A New Chapter for EU AI

OpenAI has announced EU Economic Blueprint 2.0 to accelerate AI adoption across Europe. This plan aims to address the 'AI capability overhang' problem—the gap between the performance of AI systems and their actual utilization—preventing productivity gains from being concentrated in specific countries or companies.

According to OpenAI's data, the EU uses 17% more thinking capabilities than the global average, but the gap between member states is very large. In particular, the AI adoption rate among small and medium-sized enterprises (SMEs) remains at 17%, showing a significant gap compared to the 55% adoption rate among large enterprises.

To address this gap, OpenAI is implementing the following key initiatives:

• SME AI Accelerator: In partnership with Booking.com, this will provide AI skills training to 20,000 SMEs across 6 countries, including France, Germany, Italy, Poland, Ireland, and the UK.
• Youth Safety Grant Program: This will provide 500,000 euros in NGO grants to support research on youth digital wellbeing and online safety.
• OpenAI for Europe: This will expand partnerships to help national governments achieve their national AI priorities.
