SAP and OpenAI Partner to Launch Sovereign 'OpenAI for Germany'

SAP and OpenAI have signed a partnership to launch OpenAI for Germany, a data-sovereign and secure offering for Germany's public sector. The collaboration will be operated by SAP's subsidiary Delos Cloud, running on Microsoft Azure technology, designed to comply with strict data sovereignty and legal standards.

Set to launch in 2026, the service will focus on improving operational efficiency for German government, administrative bodies, and research institutions. Key features include:

• Direct integration of AI agents into existing workflows
• Process automation, including records management and administrative data analysis
• Reducing simple repetitive tasks so public sector personnel can focus on core work

To support this, SAP plans to expand its Delos Cloud infrastructure in Germany to 4,000 GPUs for AI workloads. This will underpin Germany's national AI ambitions under the High-Tech Agenda and the 'Made for Germany' initiative aimed at strengthening digital sovereignty.
