OpenAI's Proposal for the US AI Action Plan

OpenAI submitted recommendations for the US AI Action Plan to the White House Office of Science and Technology Policy (OSTP) to solidify US AI leadership. This proposal builds on the Economic Blueprint released last January, and addresses national security, infrastructure and energy, and freedom of innovation and learning as key areas.

The main proposals are as follows:

• Regulatory strategy for innovation: Promote voluntary partnerships between the federal government and the private sector, and ease the burden of complying with excessive state laws to ensure companies' freedom to innovate.
• Democratic AI export controls: Promote global adoption of US AI systems while protecting America's technological edge through export controls.
• Copyright strategy for freedom to learn: Protect content creators' rights while preserving AI models' ability to learn from copyrighted material, in order to secure technological leadership.
• Infrastructure and growth strategy: Drive industrial transformation and economic growth by modernizing the energy grid and cultivating an AI-ready workforce.
• Government adoption strategy: Have the US government take the lead in adopting Frontier AI tools to boost public-sector efficiency and set an example of democratic AI best practices.
