California Issues Executive Order to Protect AI Jobs

California Governor Gavin Newsom signed the first executive order in the United States aimed at protecting workers from AI-driven job losses. The order directs state agencies to collaborate with academia, labor unions, and AI industry leaders to develop a long-term labor market strategy.

Key initiatives include:

• Financial subsidies for companies that retain their workforce during technological modernization
• Expansion of retraining programs for office workers
• Exploring the concept of 'universal basic capital,' which would provide citizens with stock or financial fund shares

Governor Newsom pointed out that the existing unemployment insurance system struggles to handle changes caused by automation, criticizing the current tax model for actually supporting automation while penalizing human labor.

While the order does not currently impose immediate legal regulations on companies, it is expected to serve as the first official precedent in the United States for reforming the social safety net system in preparation for the risk of structural unemployment resulting from AI integration.
