The key provisions are as follows:

• Voluntary Model Review: It recommends that new AI models with powerful capabilities be voluntarily submitted to the government for review 30 days before being released to the public. This figure was reduced from the original 90-day review proposal to ease the burden on industry.
• Establishing a Cybersecurity Clearinghouse: Within 30 days, the Treasury Department will work with AI developers and critical infrastructure owners to build a voluntary partnership framework for identifying and patching cybersecurity vulnerabilities.
• Classified Benchmarking Process: A classified benchmarking process will be established under the oversight of the Director of the National Security Agency (NSA) to assess the national security implications of advanced AI models.
