Microsoft Halts Claude Code Rollout Due to Budget Overrun

The Claude Code pilot program run by Microsoft's Experiences & Devices division is set to be discontinued.

The cause is the token-based billing system. Unlike the existing flat seat licensing model, this usage-based cost structure consumed the entire annual AI budget in just a few months. As a result, the program will end as of June 30, 2026, and internal developers will be transitioned to Microsoft's own GitHub Copilot.

This case illustrates a significant risk that usage-based billing models can pose to budget management when enterprises adopt AI. In particular, at a time when Anthropic is raising funding at a $900 billion valuation, the departure of a major customer carries significant implications.

Going forward, enterprises are likely to demand token usage forecasting and spend controls features, or more predictable pricing models, when adopting AI.
